In any power system, there must be an instantaneous balance between total generation and consumption of power, including exchange of power with adjacent power systems. Imbalances will give rise to frequency deviations. System operation involves the coordination of grid and generation systems, including grid and maintenance planning, analyses of expected power flow in the grid and feasible interventions necessary to ensure satisfactory quality of supply in the running operation of the system.
Statnett SF has the role of Transmission System Operator (TSO) in the Norwegian power system, through a license for system operation. The Norwegian regulations for system operation govern the duties and responsibilities related to Statnett’s conduct as TSO. It is one of the regulations under the Norwegian Energy Act of 1990. The following principles apply for the TSO’s conduct:
The TSO shall:
- Provide frequency regulation – ensure momentary balance at all times
- Act in a neutral and non-discriminatory manner
- Develop market solutions – ensure efficient development and utilisation of the power system
- Make use of means based on market principles to the widest extent possible
- Coordinate and monitor the dispositions of licensees and end-users
- Distribute information of importance to the power market and the general quality of supply
As the Norwegian regulatory authority, NVE-RME controls and audits Statnett’s activities as TSO.
