NVE's input towards the EC's Winter Package
NVE has submitted its comments to the European Commission's regulatory proposals provided in the so-called 'Winter Package'. Common rules contribute to efficient energy trading and added value in many respects for Norway. Although the EU is generally heading in the right direction, NVE does disagree with certain of the suggestions.
The proposal that 'congestion revenue' on offshore cables should be earmarked for redevelopment is unfortunate from an economic perspective. These revenues should continue to be used to reduce the transmission fee in Norway, according to NVE. Other issues that NVE feels are a challenge involve flexibility, effective emergency planning and increased energy efficiency, which will all have a high price.
