Nepal: Energy for Development - Technical Assistance, Implementation Phase I 2025 – 2029

The purpose of the programme is through a set of cooperation areas to strengthen the regulatory framework and capacity of Nepali institutions to license, impact assess, monitor and manage the renewable energy sector, as well as manage climate change, water availability and biodiversity.

Activities

The Technical Assistance Programme between the Nepali institutions and the Norwegian institutions, the Norwegian Water Resources and Energy Directorate (NVE), the Norwegian Energy Regulatory Authority (RME) and Statnett (the Norwegian transmission and system operator) is based on the findings of the Scoping Report for Energy for Development in Nepal June 2023 and further discussions and workshops in 2024 between MoEWRI, DoED, DHM, NEA, NVE and Statnett, both in Norway and Nepal.

Each Cooperation Area have their own defined outcome and outputs with a set of indicators and baseline to measure progress and results.
The Programme will be organised through the following agreements:

  • Programme document Energy for Development Nepal, concurred by the Ministry of Finance, Government of Nepal
  • Framework Agreements between Norad and the Norwegian institutions (NVE, Statnett)
  • Implementation Agreement between Ministry of Energy, Water Resources and Irrigation (MoEWRI) and the Norwegian Water Courses and Energy Directorate (NVE), as well as the other implementing agencies (DoED, DWRI, DHM, NEA, ERC and WECS).

Status as of May 2025

In March, the programme documents were submitted to the Nepali institutions for review. Presently, we are awaiting the programme documents to be accepted by the Ministry of Finance, Government of Nepal.
