88% of Norwegian hydropower is publicly owned, while the corresponding figure for wind power is 42%. Approximately, half of wind power is owned by foreign companies. Table 1 shows how much of Norwegian hydropower and wind power production is owned by public and private Norwegian actors and by foreign actors. These actors own power plants by owning companies, which in turn may own both power plants and other companies in long and complex ownership chains.
Tables 2 and 3 show the ten companies that own the largest amount of power production in Norway. These companies own part of their production through holdings in other companies. None of the ten companies in the table is owned by another company by more than 50%. However, some of the companies hold smaller shareholdings in the other companies in the table. Power production owned by companies with the legal form Delt Ansvar (DA) has been allocated to the owners of the DA company itself, even though none of them owns more than 50%.

The category “State owned” consists mainly of Statkraft for both hydropower and wind power. For hydropower, the largest other contributor is the Ministry of Trade, Industry and Fisheries through its ownership in Norsk Hydro. For wind power, the largest other state owner is Finnmarkseiendommen, which owns shares in Finnmark Kraft AS. Folketrygdfondet, which among other things has ownership interests in Norsk Hydro, and Kommunal Landspensjonskasse (KLP) are the largest actors in the category “public investment funds” for hydropower. For wind power, KLP is the largest in the category of public investment funds, mainly due to its ownership stakes in the Odal and Lista wind power plants.
Overview of the ten largest hydropower companies
Statkraft is Norway’s largest hydropower company, with 45 TWh in mean annual production. This constitutes 33% of Norway’s annual hydropower production, which is approximately 137 TWh. Statkraft is followed most closely by Hafslund and Å Energi.
