The regulations of power system studies from 2003 gives rules for the preparation of a power system study for a given grid area. Those power system studies are a continuance of the voluntary organization of power system plans, which was established already in 1988.
Concessionaires has the responsibilityNVE has appointed one concessionaire in the given geographical area as the grid company responsible for the study. The responsible analysing grid company has the liability to coordinate the concessionaires in its area the preparation of a long-term power system analysis. This power system analysis is updated yearly, and in addition to being sent to the regulator NVE, must be published for the public domain. This is normally done by publishing the study onm the internet pages of the grid company. Due to the fact these pages are regularly updated, NVE no longer gives the link directly to the study, but gives the link to the main internet page of the grid company. Planning areasThere are established 18 planning areas in Norway, 17 regional areas who comprise planning in the regional grids [33 kV – 132 kV] and one for planning of the national grid [132 kV – 420 kV]. Generally the areas follow the county borders, but there are some exceptions. Socio-economic contributionThe main task of the work on the power system studies is to contribute to a socio-economic rational (assumed correct) development of the regional grids and the national grid. In this connection the energy carriers in question are for stationary energy usage. The power system studies will continue to be an important base document in the regulator NVEs handling of the applications for a concession to erect an energy plant or installation. This is especially of importance regarding apllications for the larger overhead line projects. Present and future desciriptionThe power system study must describe today's grid, future transmission conditions, together with anticipated measures and investments. The study includes presentations of statistics with characteristics of generation, transmission and usage of electrical energy, and also includes conditions that are of importance and relevance for the development of the power system in the designated area. Simplified socio-economical analysis must be presented for all alternatives. NVE has prepared a guide which gives the appointed company responsible for the power system study, and the other concessionaires in the area, tip-offs and recommendations concerning the the preparation of the power system studies.
