Surplus costumers

NVE has given a general dispensation to simplify the processes related to end-use customers who also generate some electricity. The dispensation simplifies the process of selling surplus electricity back to the grid. NVE have defined those customers as “surplus costumers”.

The definition of a surplus costumer is:

End-users of electricity which has an annual generation that normally does not exceed their consumption, but which in certain hours have a surplus of electricity that can be fed back to the grid. Generation which require licensing or producers which supplies electricity to other end-users are not covered by the dispensation.

Surplus costumers may be passive houses with solar panels on the roof, or other installations that generate a limited amount of electricity. The dispensation implies that the local network company can purchase the surplus electricity and a simplified input tariff.

The dispensation exempts the costumer for paying the access charge for feeding in electricity. It also exempts them from the obligation of having an agreement with a balance responsible. The grid company may charge the costumer a net energy charge per hour, but no other charges for the surplus electricity. Electricity consumption should be charged as normal with energy charge, access/fixed charge and in some cases a power charge as a normal end-user.

It is not mandatory to offer the surplus-costumer this suggested arrangement.
