NVE's processing of complaints and enquiries As stated in § 7-2 of regulations no. 959 of 7 December 1990 concerning generation, conversion, transmission, trading, distribution and use of energy etc., NVE is given the authority to make decisions in case of disagreements concerning the regulations.
The overview shows NVE's decisions and selected cases processed in 2000-2005, as well as decisions from 1998-1999, and some selected enquiries from the same period which are assumed to have a certain public interest, and also a historical overview showing the number of complaints since 1991. For cases where NVE's decisions have been appealed to the Ministry of Petroleum and Energy, the overview also presents the Ministry's decision when this is available.
The cases show different kinds of situations and NVE's decisions. Conclusions from one case cannot be uncritically copied to other cases. We believe, however, that the overview gives a review of NVE's processing that is useful for all parties interested in questions concerning conditions and tariffs for transmission in electrical networks.
In concrete cases, one should primarily consult the regulations no. 302 concerning financial and technical reporting, permitted income for network operations and transmission tariffs, issued by the Norwegian Water Resources and Energy Directorate on 11 March 1999 (last amended on 12 December 2003), statutory authority given in § 7-2 of the regulations no. 959 of 7 December 1990 concerning generation, conversion, transmission, trading, distribution and use of energy etc. (regulations to the energy act) last amended on 2 January 2002.
